There is no "optional" source for a spec file, hence you have to provide am empty patches.addon.tar. The point is that it's already wrong from the work flow POV to add patches in patches.addon at the level of tar_up.sh. The document README.SUSE describes about RPM packaging level, not about the work flow with git.
