Leap 15.0 build 139.1 (Same issue found before on Leap 42.3 but had not been fixed) gnome-terminal, right click to call out the context menu, uncheck "Show Menubar". The Menu Bar disappeared as expect. Exit and re-launch gnome-terminal. The menu bar is still there. Looks like dconf key "default-show-menubar" in /org/gnome/terminal/legacy/ has never been changed by unchecking this option.
