If, by the end of this week, the bug is still assigned to me and there is still
no satisfactory answer to the question, I'm going to resolve it in the way
I find most appropriate:

  - revert the change in Factory, Leap 42.3 and SLE12-SP3
  - replace the lines in sysct.d by more consistent solution (probably an udev
    rule) in other affected products
