I just recreated the issue in a clean Leap 15.2 VM (not 15.1), using the gcc
archive and steps above. This from a user account that had never run mutt
before (so .muttrc auto-populated from the skeleton files). Here's the locale:

I'll have done little more than creating installation and confirm the install
was for the UK & UK English, create a test user, login, fix the mouse focus,
open a terminal and snapshot. Updates have been applied with zypper, then
rebooted and snapshot'd again thereafter.
