It is expected that gnome-software will open flatpakref files downloaded from e.g. flathub, however this is not the case. Per default, flatpakref can only be opened with gedit. However, it is possible to work around: If you do a "zypper install flatpak" and run "gnome-software --local-filename=someflatpakreffile.flatpakref" it installs perfectly. It would really improve user friendliness of LEAP if flatpak was supported via gnome-software. Relates to #1012272
