Please conduct the following test. In the description I am assuming that your
interface is named enp5s0. If it isn't, please replace the name.

1. Do not use TLP
2. Unplug the RJ45 on the laptop's side
3 Do:

ethtool -s enp5s0 wol p

4: Suspend your laptop
5. Wait 60s
6. Plug the cable back in

If it does not wake up from the plug, repeat the test with

ethtool -s enp5s0 wol umb

and report the result.

To get your system back to normal do:
ethtool -s enp5s0 wol d
