I guess the actual issue is this comment in cups.spec

# Use %tmpfiles_create when 13.2 is oldest in support scope

which is in the post install scriptlet definition.

Unfortunately RPM expands RPM macros als when they are in comments
so that %tmpfiles_create gets expanded and I guess that results
a broken post install scriptlet.
