This case may be closed. I was incorrect that there were no changes, at least none that I thought would affect DHCPD. In migrating to IPv6 I had changed the (static) IPv4 address of the network interface to IPv6 from IPv4. It was this change that caused DHCPD to fail. After reverting to the IPv4 address, DHCPD functions normally.
