The freeradius daemon in openSUSE 13.2 stopped working for me after upgrading
from 13.1, but regarding the circumstances of the problem I think it is rather
a generic problem and not upgrade-related.

When starting it in debug mode (with root privileges invoke "radiusd -s -X -f"
it returns:
> libssl version mismatch. built: 1000109f linked: 100010af

The Debian developers encountered the same problem as you can see here:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=765871

A fix from the upstream developers for this versioning issue is documented
here:
https://github.com/FreeRADIUS/freeradius-server/commit/3eb1025dc6ac34608a7d5dc2461f3b227d2131ba

As a first fix it may be enough to trigger recompilation of the
freeradius-server package in OBS.
