I'm also having this same issue on two computers.  Both are running Leap 15.3.

 Solution 2: do not install patch:openSUSE-SLE-15.3-2021-3573-1.noarch
 Solution 3: break yast2-theme-oxygen-4.3.9-lp153.2.3.1.noarch by ignoring some
of its dependencies
