Yeah, that's why I have talked about a feature. 

It is packaged that way in suse from 5.3 times, so might be that there is a
reason behind to have it packaged that way (for general example: admin should
*always* look at *.conf file before run it, there is an option for which is
hard to set a default for it).

So if I were you, I would discuss on opensuse-factory@ the change plus your
proposal to the shape of default *.conf file. If an agreement arises, then
create a feature on fate.opensuse.org. With the reference to the mailinglist
discussion. 

Do not expect though that this feature will be backported to any released
distro. It could probably become part of Tumbleweed (php 5.6) and php7.
