To reproduce:
1) Install a new opensuse leap 15.0 system
2) Install hplip
3) Use 'hp-setup' to attempt to install an HP printer. I have a print-scan-copy
model which attaches via USB or WiFi. I don't have the model number to hand; I
will add that when I get home.
4) Observe that the installation fails to find the PPD file for the printer,
and that the gui will not let you select the appropriate PPD file.

Then
5) Install python-devel
6) Repeat the 'hp-setup' command. Observe that the installation succeeds.
