After installation and reboot of Windows (Win10_21H2_Ger with qemu-x86 7.1.0-13.1) the driver works. I added a second NIC and activated/deactivated the drivers. pc-q35-7.1 + e1000e: hotpluging works pc-q35-7.1 + virtio: works only after boot, but if deactivation it won't be detected after activation.
