The 'go' package in Tumbleweed currently pulls in go 1.11.5, but 1.12.7 is already availabe in the repos. Therefore the default package should also link to the latest version. I suppose you'd have to change the spec file here https://build.opensuse.org/package/view_file/openSUSE:Factory/go/go.spec?expand=1 but I wasn't sure what exactly needs to be changed.
