Dual-booting with Windows 10 might be a factor here.

Workaround:
 - run 'ethtool -s eth0 autoneg off' (maybe together with module
   parameter 'use_dac=1' and 'speed 1000 duplex full' do get decent
   performance), or
 - use vanilla kernel (>= 4.13.rc2-1.1.g27accf9).
