I have the same error on just dist-upgraded system (from 13.1).

I had used this to mount tmp on tmpfs


# mkdir -p /etc/systemd/system/local-fs.target.wants
# ln -s /usr/lib/systemd/system/tmp.mount
/etc/systemd/system/local-fs.target.wants/tmp.mount
