Hi Trevor,

could you check the comment #22 of bsc#1136139? The /var/run/netconfig
directory should exist when sssd starts. The proposed solution is to create the
directory early in the boot process using systemd tmpfiles (comment #34 from
bsc#1123699):

echo "d /run/netconfig 0755 root root -" > /etc/tmpfiles.d/netconfig.conf

Could you verify please?

I am going to close this bug as a duplicated of bsc#1136139, please reopen it
if you feel this is not the case.
