I tried to reproduce by rebooting 15.2 to the TW ISO, but still libvirtd is
installed, enabled, and running after the upgrade.

What libvirt packages are installed on 15.2 prior to performing the upgrade?
How were they installed? Via a pattern? It's not clear from the openQA output
referenced in #0. In row 2 of the nested_vm section, the 5th image shows
'zypper lr', then the 6th image shows packages being installed. I don't see the
zypper command that actually installs them.
