Comment # 7 on bug 1187011 from
Although Leap 15.3 has just been released, its kernel (5.3) is relatively
ancient, since 5.13 will be released in about 2 weeks. The choice of old
kernels in Leap is due to the decision to base those versions on what is used
in SLE.

In the "old" days, merely checking the kernel version using a couple of macros
was sufficient to determine the code to use when the kernel had changed;
however, that puts the SUSE and openSUSE developers in a bind. After all, even
users that want the stability and maintenance contracts of SLE need to be able
to run on new hardware. As a result some drivers and other kernel changes need
to be borrowed from kernels newer than 5.3, a process called backporting.
Oracle releases their code with some changes to handle the backporting found
for Ubuntu and Fedora. Unfortunately, openSUSE is too small to get their
attention, thus that job falls on me, the maintainer.

I hope I have answered your questions and concerns.
