I fixed the problem but released the fix only for the next release (15.5) because I only did the testing in the SLE installation where the problem did not happen. Now I tested Leap 15.4 and xrdb is installed even as a part of the minimal text installation (using the Server role). So it makes sense to fix it also in 15.4.
