Who is maintaining the images? If the plugin is installed, i.e. if /usr/lib/zypper/commands/zypper-search-packages is present, you will see hint. As a standalone package it's easy to be removed if it is not wanted. But it is now bundled together with suseconnect-ng. So suseconnect-ng had to be removed. If it actually does not make sense to have it on Leap Micro, then suseconnect-ng should not provide it there. Or suseconnect-ng itself should not be present. That's something SCC / Micro maintainers have to judge. Reassigning it to Lubos: I don't know which role suseconnect plays on Micro. If it is not superfluous, then maybe /usr/lib/zypper/commands/zypper-search-packages should be moved to a subpackage, so it can be removed if it's not wanted or not working.
