Since Firefox 46, bookmarks.html is not read from "/usr/lib64/firefox/browser/default/profile/"[1], so the bookmarks are not populated as they should be. I believe bookmarks are now meant to go into distribution.ini, but I haven't been able to test yet. This also occurs on Tumbleweed. [1]: https://bugzilla.mozilla.org/show_bug.cgi?id=1234012
