That's most likely not an OBS bug, but a bug in the package Makefile. Note that
OBS calls make with the '-j8' option for parallel builds. I don't think that
this is done in a local build as well (unless you call osc build with --jobs 8.

If you can't fix the Makefile deps, just remove the %{?_smp_mflags} args in the
make calls of your specfile.
