sysvinit-tools is one of the remaining packages in Tumbleweed to install binaries to /bin. Please make sure all binaries previously in /usr go to %_bindir (aka /usr/bin), and /bin contains a symlink to those. See https://bugzilla.opensuse.org/show_bug.cgi?id=1029961 for an overview.
