The only reference I see is "it applies all input files". But "input files" is
open to interpretation. If it would say "any file on those folders", I could
understand it as a expected behavior.

Anyway, even if this is a new feature, what do you think about ignoring
temporary files?
I think no one would want issue-generator to use *.bak or *~ files.
