It seems to me that tar failing to uncompress a gzipped tar.gz tarball (so with
double gzip compression) is expected behaviour.

The version in Leap 15.1 exits with an error message, the current version in
Tumbleweed (1.34-2.1) silently fails without giving any error message or
warning. I'd leave the current behaviour in both distributions.
