rename to libgdiplus

You are a "Zupper up" user - hence when the pkg was reset to release 1.1 you
did not receive the fixes... a very special corner case.

To fix it on your system:

> zypper in --force libgdiplus-devel

After that you can verify it works with:
> pkg-config --libs libgdiplus
