Hi,

I believe that openSUSE Docker (and lxc, cloud images, ...) images shall
disable Non-OSS repository by default. The bug is for Tumbleweed, but the same
should apply for openSUSE Leap as well.

First - including non-oss package affects an ability to share resulting images.
Users must enable non-oss explicitly, if they want to.

Second - most of interesting packages are in OSS repo, so this is hardly a big
deal for most users.

Reproducible: Always
