No, nowadays if you need to manually add some kernel modules in your initrd
that are not automatically included, you have to use the configuration options
provided by dracut (see man dracut.conf.5).

It's a legacy way used to configure some parts of the system. At least for
configuring your initrd it has not been used for quite some time now, but I
don't know if others still use it.
