Since SLE-11 (see "man 8 netconfig"), this setup always required a
custom netconfig policy (in /etc/sysconfig/network/config or via YaST)
to override NetworkManager logic/settings and just apply (prepend) the
vpn settings (you can define the custom policy also in yast2-network).

Please configure it the right way and correct your config to permit the
non-nm settings from openvpn.service tun0 interface:

NETCONFIG_DNS_POLICY="STATIC_FALLBACK tun0 NetworkManager"
