I am using Tumbleweed. VirtualBox is 7.0.6 from the Tumbleweed repos.

For me it doesn't matter, if I select 'Enable' or 'Disable'. It also doesn't
matter, if there was a reboot. It will show the window on every start of
VirtualBox.

The window is also shown on every VirtualBox start, even when there is no
Virtual Machine configured / added in VirtualBox.
