The problem is:

  Problem: 1: the to be installed proton-vpn-4.3.2-1.1.noarch requires 
  'python3-proton-vpn-api-core >= 0.24.0',   but this requirement cannot be
provided
   not installable providers:
python311-proton-vpn-api-core-0.35.5-1.1.noarch[repo-tw-oss]

If python311-proton-vpn-api-core-0.35.5-1.1.noarch itself is installable, then
it most probably conflicts with proton-vpn-4.3.2-1.1.noarch (or something it
requires). So the first guess would be: you can not have them both.

This is also what Andreas concluded in c#2.
