No, this is a random user's home repo, as the name implies.
Everybody can have one and package there what (s)he likes.

Unrelated to what we as openSUSE (or openSUSE's KDE team) do though.

Well, he just packages the available KDE4 version in his home repo, like a few
other people do.

You may ask him I suppose, but the main problem here is that a KF5 version does
not exist (yet?).
I don't know whether ecsos has the necessary time or skills to port it himself
(or anyone of the other people that package it).
But this should better be done upstream anyway.
