The new version definitely works - I have it running on several Leap systems
without any issues. All upgrades were running smoothly; the big advantage of
this version is, that the systemd-logger can be used easily and it's no longer
needed to have another logger running.

I think, the problems you are having depends on your installation. So please
give me a better description what is failing. Please check the
/var/log/fail2ban.log ; you might also set a more verbose debug level in
/etc/fail2ban/fail2ban.conf.

What you propose as global solution I can't influence. The fail2ban community
is trying hardly to produce a good product. There are many tests which are
running nicely.
