Note this happens in the devel project Virtualization:containers, thus the bug is not yet in leap 42.1, but in the docker update package to 1.13.0, which has not yet being submitted. Conditional filtering is not supported with the version of libseccomp present in leap 42.1. However it is in leap 42.2. For more information, see: https://bugzilla.suse.com/show_bug.cgi?id=1028638 Which is the same bug but for sle12 The easiest solution is to only update docker on leap 42.2.
