After upgrade to Leap from 13.2 I set keyboard layout manually in KDE settings.
Now I have layouts (en,ru) saved per Application and layout icon in system
tray.
Sometimes (not always unfortunately) I can't switch layout in Firefox using
Ctrl+Shift. I think that this happens in GTK apps, but I'm not sure. I have to
manually switch layout using right click on system tray icon. After this I can
switch layouts again using Ctrl+Shift.

Feel free to tell me how to debug this, cause this bug is really annoying.
