Are you sure that majority of people agreed with this movement?  Just ask
there.
There are lots of technical details and they must have been clarified before
moving on.

Basically Bugzilla is the place for reporting a bug.  We may report some
enhancements, but the basic design issue should have been discussed somewhere
else beforehand.
