Another thing that came to my mind: try to pass force_rfkill=1 option to dell-laptop module. Create a modprobe.d/* file, e.g. /etc/modprobe.d/50-dell-laptop.conf containing the following line: options dell-laptop force_rfkill=1 And reboot. This will (or may) create yet another rfkill interface.
