Sorry for not directly investigating this bug, but I have been hard at work
improving the libvirt+libxl stack.  There have been many upstream
fixes/improvements to both Xen and libvirt, and they are slowly trickling
downstream.  libvirt 1.2.15 in Virtualization project contains all of the
libvirt fixes and improvements.  I'll work on getting the patches into the Xen
package there as well.

In the meantime, do you still see this issue with 13.1 updates?  Are you in a
position to try Xen and libvirt packages from the Virtualization project?
