The tftp user is currently provided by multiple packages * atftp * python-kiwi * dnsmasq * tftp And having the user defined in multiple places tends to cause glitches and deviations among all these packages as it happened in bsc#1135449, where home permissions were not consistent (/srv/tftpboot). Within the mentioned bug discussion is was suggested move tftp user to a central package and then require it from the above packages. This way issues like bsc#1135449 will not occur in the future.
