I had this problem today in Leap 15.3. I've created a symbolic link /usr/lib/gstreamer-1.0/gst-plugin-scanner to /usr/lib/gstreamer-1.0/gst-plugin-scanner-x86_64 and it worked. So there seems to be a problem in RPM build with this arch-postfix. The framework looks for /usr/lib/gstreamer-1.0/gst-plugin-scanner and not /usr/lib/gstreamer-1.0/gst-plugin-scanner-x86_64.
