pot file is required for new translations, po update is required for existing translation. Weblate itself does not perform mass-update of po files. In case of gettext po files, it would not be complicated to implement pot auto merge, but weblate provides support for more formats. But as most gettext based projects support "make update-po" target, which does exactly what is expected (update pot, refresh po) there is no bug need for this function.
