This kind of bug should not be filed against Leap until discussed and changed in Tumbleweed. If you are merely starting out (bug 1043401), do it there. Neither the system or a single desktop creates these groups - the single packages do via their .desktop files. As such you cannot request for this group to be replaced, but rather the single packages need to place themselves into the group. I am not aware of this type of group being proposed in the XDG menu spec.
