Actually it's a regression I accidently introduced while fixing bug 1017260. I had to adjust several suse_version checks for apparmor.service, and accidently also changed the version check for the Recommends. That all said - I sent SR 453958 and SR 453959 to the maintenance projects to fix this regression.
