I updated my Tumbleweed system to a Skylake CPU, and X11 video scaling (like used by mplayer) didn't scale anymore, but just show a blue border. This Fedora https://bugzilla.redhat.com/show_bug.cgi?id=1305369 bug report recommends to uninstall the intel Xorg driver and rely on Glamor instead. With that xv works fine for me again. Fedora ended up adding a patch to the Intel driver to not load on Skylake systems. Perhaps you should do the same?
