Build Identifier:

Without KICAD_SCRIPTING_ACTION_MENU being enabled, many third-party plugins
will not work.

Reproducible: Always

Steps to Reproduce:
1. Open a KiCad project
2. Go to the PCB editor
3. Notice under Tools that there is no entry for external plugins.

Expected Results:
There should be a menu entry for adding and managing external plug-ins.

Note that this is an experimental feature.
