First and foremost see

--------------------------------------------------------------------------
Bugzilla is no replacement for support.
--------------------------------------------------------------------------

According to

--------------------------------------------------------------------------
HL-3040CN

--------------------------------------------------------------------------
the Brother HL-3040CN is a so called "GDI" printer, see
https://en.opensuse.org/SDB:GDI_Printers

Therefore the issue is invalid for openSUSE.
It is no bug in openSUSE when it does not support hardware
that requires a proprietary driver.

According to

HL-3040CN

Linux
--------------------------------------------------------------------------
it seems Brother provides a driver for Linux, see also

In general regarding proprietary third-party software
(e.g. printer driver software from printer manufacturers):

For proprietary software nobody - except the authors or vendor of
the proprietary software - can provide any kind of help and support
because nobody - except the authors or vendor - know how their
proprietary software really works.
In this case you can only contact those wherefrom you got the
proprietary software for any kind of help and support.
