I've submitted a change to address this issue to openSUSE:Factory and SLE-12-SP3. The firewall script now checks for the presence of libvirtd and sends SIGUP to it in case it is running. This happens only if the firewall script rebuilds the firewall rule set. On systems without a running libvirtd this shouldn't change the behaviour of the firewall at all. Closing this after the submissions have been accepted.
