Comment # 1 on bug 1200911 from Johannes Segitz

Upstream commit 1b010ae7c96d953f11a9925d4c5aef29befc86d1 is the cause. With
this change the capability is needed. I've added it to
home:jsegitz:branches:security:SELinux/selinux-policy, it will be in the next
policy update
