But what do you mean with "stuck"?
Does no dolphin window show up?

Looks ok.

What do you get if you run "locale" in text mode?
E.g. press Ctrl+Alt+F1.

If the locale is 'C' as well there, it's definitely not a KDE problem or even a
problem of the graphical session.
